FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of State Courts Administrator assume
the proposed legislation may result in a very slight increase in
the number of cases filed; however, it would not result in any
appreciable impact on the workload of the budget of the
judiciary.
Officials from the Office of the State Public Defender (SPD)
assume that any costs incurred from the proposed legislation
would be absorbed with existing resources. However, passage of
more than one similar bill would require the SPD to request
increased appropriations to cover the cumulative cost of
representing the indigent accused.
Officials from the Office of Prosecution Services and the
Department of Economic Development (Professional Registration -
Veterinary Board) assume the proposed legislation would not have
a fiscal impact on their respective budgets.

DESCRIPTION
The proposed legislation would delete the word "substantial" from
the definition of animal neglect. Section 578.009 of the
Missouri Revised Statutes currently defines animal neglect as the
failure to provide adequate care or control which results in
"substantial" harm to the animal.
This legislation is not federally mandated, would not duplicate
any other program and would not require additional capital
improvements or rental space.
