University, the Department of Health, the Department of Social Services, the
Office of State Auditor, the Office of Secretary of State, Central Missouri
State University, the Department of Natural Resources, the Office of
Governor, the Department of Elementary and Secondary Education, the State Tax
Commission, the University of Missouri, the Department of Corrections, the
Department of Insurance, the Department of Labor and Industrial Relations,
the Office of Administration, Missouri Western State College, the Department
of Conservation, the Department of Economic Development, the Office of State
Treasurer, the Department of Agriculture, Missouri Southern State College,
the Department of Higher Education, the Office of State Courts Administrator,
and the House of Representatives assume this proposal would not fiscally
impact their agencies.

DESCRIPTION
This Proposal would prohibit an attorney employed by a state agency from
representing any non-governmental entity at a public meeting. It prohibits
representation including any cross-examination or interrogation of witnesses
on behalf of a non-governmental entity.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
