Oversight, for the purposes of this fiscal note, assumes this proposal is
permissive and would have no fiscal impact on the state's General Revenue
Fund.

Certain County Governments would realize cost to their General Revenue Fund
if the voters of the county would approve the establishment of planning and
zoning in districts bordering certain lakes within their county.
DESCRIPTION
Counties bordering a lake with at least 110 miles of shoreline may propose
creating a planning and zoning commission for the areas of the county
bordering the lake. Any proposal must be approved by a vote of the people of
the county. Planning and zoning districts would extend from one to five
miles from either the six hundred forty-five foot mark of the lake measured
from mean sea level for the Lake of the Ozarks or the low water mark as
determined by the Corps of Engineers for all other lakes. An incorporated
city, town or village which has adopted planning and zoning, or any
agricultural or horticultural property, would be exempt from any planning and
zoning provisions adopted pursuant to this act.
Lakes having at least 110 miles of shoreline are Lake of the Ozarks, Truman
Reservoir, Table Rock, Stockton, Mark Twain, Bull Shoals, Smithville,
Wappapello and Pomme de Terre. Norfolk Lake would qualify if the shoreline
measurement includes the area in Arkansas.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
