FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Social Services-Division of Youth Services
assume the proposal would only create a modification in current policy and
would not cause any substantial fiscal expense.
Officials from the Department of Public Safety-State Emergency Management
Agency assume the proposal would result in no fiscal impact to the
department.
Officials from the Department of Elementary and Secondary Education (DESE)
assume they would be responsible for development and distribution of the
required notification form. Current DESE staff would receive, document and
maintain forms for accreditation purposes. DESE estimates the cost to be
$1.00 per district, for 525 public school districts in the state. DESE
states local districts would be responsible for the costs of distributing
written notice to each student or publishing legal notice in a newspaper of
general circulation within the district.
The Oversight Division assumes the costs associated with developing forms and
notifying students of the earthquake drills would be minimal and could be
absorbed with existing resources.

DESCRIPTION
The proposal would require each school district to annually notify the State
Board of Education of the dates of earthquake drills on a form provided by
DESE. At the beginning of each school year, each school district would be
required to provide notice of the earthquake drills for each building by
written notice to each student or legal notice in a newspaper.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
