ASSUMPTION
Officials of the Department of Economic Development-Public Counsel and the
Department of Natural Resources assume the proposed legislation would have no
fiscal impact on their agencies.
Officials from the Department of Economic Development-Public Service
Commission stated the proposed legislation would generate an increased
workload, requiring identification of existing owners and operators and
performance of safety inspection, but could be performed by existing staff.

DESCRIPTION
The proposed legislation would extend the authority of the Public Service
Commission relating to gas pipeline safety regulation to customers supplied
directly by an intrastate and interstate high pressure natural gas pipeline.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
