ASSUMPTION
Officials from the Office of Administration assume the proposed legislation
would result in no fiscal impact, since it is permissive in allowing the
Ethics Commission to employ legal counsel within the limits of its
appropriation. The proposal would not mandate added costs or savings, but
would allow consideration in the appropriations process for either
contracting or hiring of legal counsel by the Ethics Commission.
Officials from the Missouri Ethics Commission assume the proposal would have
no fiscal impact, since any costs could be taken from the current budget.
Therefore, since these costs are already in the budget, Oversight has not
shown any additional costs in the fiscal impact section.

DESCRIPTION
The proposed legislation would allow the Missouri Ethics Commission to employ
legal counsel and contract for services including legal counsel.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
