FISCAL ANALYSIS
ASSUMPTION
The Marion County Clerk assumes no fiscal impact.
Due to the lack of response; Oversight assumes:
1) This proposal is permissive and would have no fiscal impact to the State
of Missouri;
2) Before Emergency Service Board member elections could be changed from
November to April County Commission approval would be required;
3) Election cost or cost savings to Counties or Emergency Service Boards
would be dependant upon the number of governmental units that would be
sharing cost in April vs. November elections; or there could be no
impact.
4) There would be no fiscal impact without County Commission approval.
FISCAL IMPACT - State Government FY 1997 FY 1998 FY 1999
$0 $0 $0
FISCAL IMPACT - Local Growth FY 1997 FY 1998 FY 1999
$0* $0* $0*
*To hold Emergency Service Board Member elections in April rather than
November would have no fiscal impact to affected counties or Emergency
Service Boards without county commission approval. This proposal is
permissive.
DESCRIPTION
This act would allow any non-charter first classification county with a
population between 150,000 and 200,000 inhabitants (Jefferson and Clay
counties) to hold 911 board member elections in April, as an alternative to
November, subject to approval of the county commission. Should a county
decide to switch to the April date, the terms of current board members would
be reduced by seven months.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
