ASSUMPTION
Officials from the Office of State Courts Administrator assume the proposed
legislation would return the offenses of speeding and careless and imprudent
driving to their previous states and therefore report no fiscal impact.
Officials from the Department of Public Safety (Missouri Highway Patrol), the
Office of Prosecution Services, the Department of Highways and
Transportation, and the Missouri Sheriffs' Association assume the proposed
legislation would have no fiscal impact on their respective budgets.

DESCRIPTION
The proposed legislation would make the crimes of speeding and careless and
imprudent driving misdemeanors rather than infractions. Both crimes had been
made infractions under House Bill 717 from 1995.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
