FISCAL ANALYSIS
ASSUMPTION
The Department of Health (DOH) assumed no fiscal impact from this proposal..
According to the Department of Natural Resources, (DNR) the primacy fee in
640.100, RSMo which is set to expire on September 1, 1997, currently
generates approximately $2,250,000 per year. DNR expected an extension of
this fee would generate revenue at the same rate.
Oversight assumes this proposal will maintain the current drinking water fee
structure and program through September 1, 2002.
Secretary of State (SOS) officials assume no fiscal impact.
Cole County Clerk assumes no fiscal impact.
Officials from Callaway County assume this proposal could save water
districts in Callaway County as much as $500 per election.

DESCRIPTION
This act clarifies the voting procedure for public water supply district
elections conducted by mail. Current mail-in ballot provisions have been
removed and new language would allow, if authorized, water district elections
to be conducted by the appropriate election authority pursuant to sections
115.650 through 115.660 RSMo., which is known as The Mail Ballot Election
Act.
Current drinking water primary fees will expire on September 1, 1997. This
bill extends the fees to September 1, 2002.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
