ASSUMPTION

Officials from the Office of State Courts Administrator assume the proposed
legislation would not create a significant change in the workload of the
courts and therefore report no fiscal impact.

Officials from the Department of Public Safety - Missouri Highway Patrol, the
Office of Prosecution Services, the Department of Highways and
Transportation, the Department of Revenue, and the Missouri Sheriffs'
Association assume the proposed legislation would have no fiscal impact on
their respective budgets.

DESCRIPTION

The proposed legislation would make the crimes of speeding and careless and
imprudent driving misdemeanors rather than infractions.  Both crimes had been
made infractions under House  Bill 717 from 1995.  A prosecuting attorney may
reduce either charge to an infraction without reducing the fine the motorist
must pay.

The proposed legislation contains an emergency clause.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
