FISCAL ANALYSIS
ASSUMPTION
The Department of Natural Resources (DNR) assumes the proposal would have no
fiscal impact on their agency. The proposal states "DNR shall provide
assistance to the Department of Agriculture so as to ensure that agricultural
producers receiving advice or assistance shall be able to receive a permit or
license." DNR assumes since they are already offering these services, there
would be no fiscal impact.
The Department of Agriculture (DOA) assumes they would request one
Environmental Engineer IV, three Environmental Specialist III, and one Clerk
Typist III and related expenses and equipment including four automobiles as a
result of this proposal.
- The Environmental Engineer and the Clerk Typist would be assigned to
existing space in the DOA central office. The Environmental Engineer
would perform administrative or consultive professional engineering work
related to the administration of a statewide program designed to
establish and promote a technical assistance program to assist
agricultural producers regarding waste management and water quality
enhancement.
- The Environmental Specialists would be strategically assigned to
existing DOA satellite offices. They would be responsible for making
field surveys and investigations of water supplies and waste sites in
assigned areas upon request. They will review engineering plans and
specifications for waste and water quality enhancements. They will be
responsible for preparing reports of findings and making recommendations
for use in the agriculture communities.
DOA assumes the program will be supported from the General Revenue Fund as no
fees, permits or licenses are contemplated.
Oversight assumes the three Environmental Specialists located in the remote
offices would require vehicles. However, Oversight assumes the Environmental
Engineer located in the central office would be able to use the DOA's
existing vehicles.
Oversight has reduced DOA's expense and equipment costs to bring them in line
with Office of Administration guidelines.

DESCRIPTION
This act authorizes the Department of Agriculture to provide technical
assistance to agricultural producers regarding waste management and water
quality enhancement. The Department of Natural Resources shall assist the
Department of Agriculture so as to ensure that recipients of the advice may
obtain the necessary permits or license.
This legislation is not federally mandated and would not require additional
capital improvements or rental space. This proposal appears to duplicate
services and programs currently being provided by the Department of Natural
Resources' Agriculture Unit in their Technical Assistance Program.
