                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of Secretary of State (SOS) stated this proposal
would free up thousands of cubic feet of storage space now used by the
Judiciary. This proposal would help the Division of Archives to help make
available to the public judicial records of historical value without having
to rely on appropriations from General Revenue.  Officials assume that cost
of administering the fund would be absorbed through existing appropriations
or from donations to the Document Preservation Fund.  Officials assume no
fiscal impact to the office of Secretary of State.

Officials from the Office of State Treasurer (STO) stated this proposal would
not require additional funds for their office.  Officials assume this fund
would be supported through gifts, donations, and grants, therefore, placing
no demands to the state's General Revenue Fund.

Oversight assumes that expenditures would not exceed Income.  Net effect will
be shown as a positive unknown.

DESCRIPTION

This act creates the "State Document Preservation Fund" in the State
Treasury.  All moneys received from gifts, bequests, contributions, or other
sources for the purpose of preserving legal, historical and genealogical
materials would be deposited in the fund.

The General Assembly would appropriate moneys from the fund to the Archives
Division of the Secretary of State's Office to microfilm, microfiche and to
preserve by any other means, specified categories of materials.

Once each year, the Secretary of State would report on the expenditures from
the fund to the General Assembly.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
