ASSUMPTION
Officials from the Department of Health, the Department of Elementary and
Secondary Education, the Department of Social Services, and the Department of
Mental Health assume this proposal would not fiscally impact their agencies.
Officials from the Kansas City School District and the St. Louis School
District did not respond to our fiscal impact request.
Oversight assumes this proposal would allow the use of general revenue funds
for existing programs. The amount to which this authority would be utilized
is unknown.

DESCRIPTION
This proposal allows the General Assembly to appropriate general revenue to
the School Health Initiatives Program if the funds are not used to support
abortion counseling. Under current statute, only dedicated cigarette taxes
and federal funds can be used to support the program. This proposal has an
expiration date of June 30, 1999.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
