DESCRIPTION

This act authorizes a Conservation Commission or Department of Conservation
employee, who has been trained and certified as an investigative assistant,
to detain and report any person who has committed or is committing a
violation of the rules, law or regulations pertaining to the wildlife and
forestry resources of Missouri.

The investigative assistant is also authorized to contact law enforcement
officers and assist in the criminal proceedings against the alleged offender.

The proposal would prohibit the cutting or removal of vegetation, except by a
public utility, rural electric cooperative or railroad on easement areas upon
providing reasonable prior notification to the Missouri Conservation
Commission.  Reasonable prior notification would not be required for the
restoration of essential utility services.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
