FISCAL ANALYSIS
ASSUMPTION
Officials of the Offices of Administration, the Governor, the Attorney
General, the Adjutant General and the State Emergency Management Agency
assume that this proposal would have no fiscal impact to their agencies.
Officials of the Adjutant General's Office noted that all costs to include
payroll of the state rendering service would be reimbursed by the state
receiving service at the state providing the services payroll rates. The
cost for death benefits, workers' compensation and disability would be born
by the state rendering service and would not be reimbursable. Costs for
National Guard personnel rendering service under the compact would be funded
from the Governor's National Guard Emergency Account as authorized in Section
41.480 RSMO.

DESCRIPTION
This proposal would make Missouri a member of the Emergency Mutual Aid
Compact. Any compact revisions would have to be approved by the General
Assembly by concurrent resolution. This proposal would also authorize any
municipal fire district, fire protection district or volunteer fire
protection association to provide emergency assistance to any bordering
state.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
