DESCRIPTION

The proposed legislation would revise procedures for rehabilitating abandoned
property for low and moderate income housing purposes.  Only the owners of
record would be named as defendants (not all parties in interest).

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
