DESCRIPTION
Current law prohibits local officials from using public funds to advocate the
adoption or defeat of any initiative. This act extends that prohibition to
state officials. It also prohibits any public employee from acting on behalf
of or in opposition to an initiative during working hours, unless the
employee is on leave, and prohibits legislators from using public funds for
mass mailings advocating the passage or defeat of an initiative. A mass
mailing would be defined by the committee in each chamber responsible for
administrative functions.
