FISCAL ANALYSIS
ASSUMPTION
Officials from the Missouri Highway Patrol (MHP) assume no fiscal impact to
their department.
Officials from the Department of Highways and Transportation (DHT) assume no
fiscal impact to their department.
Officials from the City of Poplar Bluff assume no fiscal impact to their
city.
Oversight for the purposes of this fiscal note assumes section 49.267 (which
would allow the county commission of each county to set speed limits on
certain county roads) would be permissive. County Commissions would be
required to act before the county would realize any cost.
Oversight assumes section 67.400 would be permissive. The governing body of
any city, town, or village or county would be required to act before any cost
or income could be realized.
Oversight assumes that neither provision of this proposal would have fiscal
impact on the State of Missouri. This proposal is permissive. Fiscal impact
will be shown as zero.

*Local Governments would have no fiscal impact without action by their
governing body. This proposal is permissive.
DESCRIPTION
This act would permit the county commissions in all counties to set speed
limits and enact traffic regulations. Currently, only second class counties
have the authority to set speed limits on county roads in the unincorporated
areas of the county. However, all counties have the authority to set speed
limits on state roads in the unincorporated areas of the county (304.010).
This act would also permit the governing body of any city, town, village or
county to enact ordinances providing for the demolition of buildings which
have been declared to be a public nuisance. Farm buildings and structures
are exempted from this section.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
