FISCAL ANALYSIS
ASSUMPTION
Officials of the Attorney General's Office assume that any costs incurred
would be absorbed by the existing budget.
Officials of the Department of Highways & Transportation (DHT) assume that
there would be no fiscal impact to their agency.
Department of Natural Resources (DNR) officials also assume there would be no
costs to the department as a result of the easement conveyance.
Oversight assumes that the legislation would authorize DHT to convey certain
land for consideration based on appraised value, and that the sales price
would approximate the carrying value of the land. Therefore, there would be
no net fiscal impact to the department.

DESCRIPTION
This legislation would allow the Department of Highways and Transportation to
convey certain lands in Shannon County for valuable consideration based on
appraisal of the property. It would also require the Department of Natural
Resources to convey a permanent easement to the consolidated public water
supply district in Jefferson County for the purpose of adding a water line in
Mastodon state park.
The provision requiring the conveyance of the permanent easement by the
Department of Natural Resources carries an emergency clause, and is to be
effective upon passage and approval.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
