                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Greene County Clerk's Office assume this proposal is
permissive and would have no fiscal impact unless, the County's Salary
Commission would adopt the provision of this act.

Officials from the Cass County Clerk's Office assume no fiscal impact.

Oversight assumes that this proposal is permissive and would have no fiscal
impact on state funds.  Certain counties would have no fiscal impact without
action by the County's Salary Commission and with approval of the Public
Administrator.  Fiscal impact will be shown as zero.

the affected County's Salary Commission with the approval of the Public
Administrator.


DESCRIPTION

This proposal would authorize first class counties to establish the salary of
the public administrator by a salary commission.  The salary must be
established prior to the election of the public administrator.  The public
administrator must in writing accept the established salary or elect to
receive such salary or fees as would be allowed by law.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
