FISCAL ANALYSIS
ASSUMPTION
Officials from the Secretary of State's Office (SOS) assume that part of the
cost of producing the House and Senate journals and indices would be
transferred to the General Assembly and have a net effect of no impact on the
statewide General Revenue Fund. Specifically, SOS assumes printing and
binding costs ($4,003 in FY 96) borne by the SOS would subsequently be
assumed by the legislature. Mailing and microfilm costs relating to
distribution of the journals and indices to depository libraries would remain
with the Secretary of State. For information purposes, the total cost of
$4,003 was divided as follows:
Binding 22 sets of hardbound journals and index for legislative
offices $1,848
Printing 25 sets of journals for binding 1,792
Printing 80 sets of indexes for binding or microfiche 363
TOTAL $4,003
The SOS assumes House pages would be 60% of the project ($2,402) and Senate
pages would be 40% of the project ($1,601).
Officials from the Senate would not expect the total cost to the General
Assembly to exceed $4,000 to $5,000, annually. They assume no new personnel
or equipment would be required.
Officials from the House of Representatives assume the proposal would have no
fiscal impact on them. Based on the SOS response, the Oversight Division
assumes the cost to the House could approximate $2,402, annually.
The Oversight Division has used a 3% inflationary increase between fiscal
years.

DESCRIPTION
The proposal would shift the responsibility of compiling copies of the
journals of each house of the General Assembly from the Secretary of State to
the Secretary of the Senate and Chief Clerk of the House. The Senate and
House would use common indexing. The journals would be distributed to
certain parties.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
