ASSUMPTION
Officials from Department of Economic Development-Professional Registration,
Department of Social Services, Department of Mental Health, Department of
Health and the Department of  Elementary and Secondary Education assume the
proposal would have no fiscal impact on their agencies.

DESCRIPTION
The proposed legislation would expand the licensing standards for
psychologists.  It would remove the licensure exemption for hypnotherapists,
school psychologists and persons performing psychotherapy activities or
services performed by an individual with a doctoral degree.  It would also
require that all psychologist employees hired by governmental agencies after
August 28, 1996, be licensed psychologists or be in the process of meeting
the required hours of supervised professional experience.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
