FISCAL ANALYSIS
ASSUMPTION
Current law provides for appropriations of up to $2 million for each
Convention and Sports Complex Fund created pursuant to section 67.639.
Currently only one eligible entity is receiving an appropriation to the
Convention and Sports Complex Fund. Oversight assumes this proposal would add
an additional $1,000,000 to what could be appropriated. Oversight has shown a
range for the fiscal impact of this proposal.

DESCRIPTION
This bill increases the amount that the General Assembly may appropriate from
the state general revenue fund to each convention and sports complex fund
created according to state statute from $2 million to $3 million. No more
that $3 million may be transferred from the state to any particular
convention and sports complex fund in any fiscal year. This is effective only
when the county or city has commenced to make payments to the convention and
sports complex fund in sufficient amounts for the county or city to
contribute the sum of $3 million per calendar year. The money appropriated
will not be spent until first class charter counties or a city located in a
first class charter county have paid $3 million into the fund.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
