ASSUMPTION
Officials of the Office of the Secretary of State and the Gaming Commission
assume this proposal would not fiscally impact their agency.
Officials of the Office of Administration assume that there will be statewide
admissions to riverboat gambling facilities of 34,915,235 in FY 97. They
assume no increase in admissions due to this proposal. They assume that the
statewide casino win per admission would increase to $31.00 from its current
rate of $24.75. The $31.00 win per admission is what the Alton, Illinois and
East St. Louis riverboats currently average without a loss limit. They
assume this to be a conservative assumption because the Illinois statewide
average win per admission is $46.00. The state impact is as follows:
34,915,235 admissions x ($31.00 - $24.75) x 18% = $39,279,639 annually. The
local impact would be: 34,915,235 admissions x ($31.00 - $24.75) x 2% =
$4,364,404 annually.

DESCRIPTION
This proposal would make several changes in the statutes pertaining to
excursion gambling boats. Passengers would be allowed to board the excursion
gambling boats anytime the boats are docked. No excursion gambling boat
would be required to cruise between the hours of 6:00 p.m. and 9:00 a.m. The
provision permitting the Commission to regulate the wagering structure for
gambling excursions would be deleted, along with the maximum loss limit of
five hundred dollars per player per gambling excursion.
It would delete the requirement for all licensees of gambling game operations
to use a cashless wagering system in which a players' money is converted to
tokens, electronic cards or chips which are only valid for wagering on the
excursion gambling boat. Lastly, when a city or county submits a proposal on
licensing excursion gambling boats to the voters of the city or county, and
the proposal is rejected, resubmission of the proposal cannot take place
sooner than twenty-four months from the submission of the previous proposal.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
