ASSUMPTION

Officials of the Lottery Commission and the Gaming Commission assume this
proposal would not fiscally impact their agency.

DESCRIPTION

This proposal would prohibit members and employees of the State Lottery
Commission from having any personal pecuniary interest in any lottery, in the
sale of lottery tickets, or in any firm contracting with the state to supply
lottery equipment for two years after leaving the Lottery Commission.

Currently, there is a prohibition from having such interest while on or
employed in the Lottery Commission, but there is no requirement once a person
leaves. A similar, two-year prohibition currently exists for members and
employees of the Gaming Commission.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
