FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of Governor, the Office of Administration, and the
Office of Attorney General assume this proposal would not fiscally impact
their agencies.
Department of Mental Health (DMH) officials state the property is surplus to
the needs of the St. Louis Psychiatric Rehabilitation Center. Part of the
property would be conveyed to the YMCA and the disposition of the balance,
known as the Old Hawthorn Hospital site, is not yet determined. DMH
acknowledges that the property has an appraised value of $6.3 million. DMH
further states the potential proceeds and the effect on the Eastern region
financing is unknown. Oversight assumes at least a portion of the property
will be sold and that the proceeds of such sale will exceed the carrying
value of the property.

DESCRIPTION
This proposal would allow the Governor to convey state property known as the
St. Louis State Hospital Complex to the YMCA of Greater St. Louis. Proceeds
will be placed in the Mental Health Housing Trust Fund. The proposal
contains a reversionary clause.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
