SCS/HCS/HB 1372 - The act creates the "Utilicare Stabilization Fund" within the State Treasury. The Department of Social Services shall promulgate rules for a system of crediting and debiting accounts for instances when a recipient moves to a different location within or out of state.

Moneys in the Utilicare Stabilization Fund shall be used to assist the elderly, the disabled, and qualified individual households as defined in the act, to obtain energy assistance. Qualified individual households are those were the combined income is equal to or less that 125% of the federal poverty level and is eligible for participation in the existing low income home energy assistance program, for as long as this program continues.
