To amend chapter 536, RSMo, by adding thereto one new section relating to rulemaking.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF MISSOURI, AS FOLLOWS:

     Section A. Chapter 536, RSMo, is amended by adding thereto one new section, to be known as section 536.012, to read as follows:

     536.012. Notwithstanding any provisions of law to the contrary, all rulemaking power and authority delegated or granted by the general assembly to an agency or state agency, as defined in section 536.010, is hereby rescinded.
