To amend chapter 172, RSMo, by adding thereto one new section relating to research facilities.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF MISSOURI, AS FOLLOWS:

     Section A. Chapter 172, RSMo, is amended by adding thereto one new section, to be known as section 172.497, to read as follows:

     172.497. 1. Any research facility established pursuant to this chapter which is governed or advised by a board, commission or council shall maintain a membership containing no more than a simple majority of members from any one political party within such board, commission or council.

     2. Any such body shall adopt bylaws and regulations for the government of their business including, but not limited to, the delegation of any authority conferred on the body, methods of accountability and the requirements which must be met to determine an action of such body.
