To authorize the lease of certain property to a developer for the purpose of constructing a prison to be leased to the state.

Be it enacted by the General Assembly of the State of Missouri, as follows:

     Section 1. 1. The commissioner of administration is hereby authorized to lease to a private developer property owned by the state for the purpose of constructing a facility for the use of the department of corrections. The property to be leased is a tract of land being part of U.S. Surveys 71 and 72, Township 37 North, Range 5 East, St. Francois County, Missouri and being more particularly described as follows:

     Commencing at an old iron rod marking the common corner of U.S. Surveys 71 and 72 on the South Line of U.S. Survey 2047; thence South 82ø40'13" East, 1848.57 feet to an old iron bar; thence South 08ø02'09" West, 1708.78 feet to an old fence corner; thence North 82ø14'44" West, 249.21 feet to an old monument; thence South 06ø36'21" West, 484.17 feet to an old monument; thence North 82ø25'42" West, 193.11 feet to an old iron pipe; thence South 07ø27'42" West, 1136.16 feet to an iron pipe on a curve on the Northern right of way line of Route "K", 60 feet wide; thence westwardly, along said right of way line, along a curve to the right having a radius of 925.40 feet, an arc length of 369.70 feet, a chord bearing of South 88ø33'03" West, and a cord distance of 367.25 feet to an old iron pipe; thence continuing along said right of way line, North 84ø33'20" West, 1503.91 feet; thence leaving said right of way line North 07ø59'49" East, 548.49 feet to an iron pipe; thence North 83ø26'49" West, 968.37 feet to an iron pipe; thence North 06ø31'26" East, 447.39 feet to an iron pipe; thence North 84ø40'04" West, 179.37 feet to an iron pipe; thence North 07ø25'39" East, 859.76 feet to an iron pipe; thence North 44ø13'58" East, 1989.23 feet to an iron pipe; thence South 82ø40'13" East, 436.70 feet to the point of beginning.

     2. The consideration for the leases shall be agreed upon by the parties.
