SB 207 - A community may establish a community partnership council to plan and propose creation of a consortium consisting of the CBHE, Linn State Technical College and a local community college.
A community may propose to the CBHE that the consortium be established, and the CBHE may approve the proposal if the community has matching funds, makes a proper site available and the CBHE determines that the consortium will serve the needs of the community.
The governing board of the consortium shall consist of the president of the community college, the commissioner of higher education, the president of Linn State Technical College and two members of the community selected by the community partnership council. The board of a consortium shall have the powers of a governing board of a state college, except the power to buy and sell real estate.
The CBHE shall recommend appropriation of sufficient funds
for construction of a facility and the state's share of
operational expenses for each approved consortium.
