Current Bill Summary

SCS/SB 330 - This act creates two new boards to assist individuals affected by welfare reform. Both boards will sunset in the year 2000.

The "Missouri Workforce Policy Board" would operate at the state level to form comprehensive plans and policies for the development of workforce objectives, implementation of the federal Personal Responsibility and Work Opportunity Reconciliation Act and formation of community-based delivery systems.

The workforce policy board consists of twenty members representing the House, Senate, the Departments of Economic Development, Elementary and Secondary Education, Labor and Industrial Relations, Social Services, and Higher Education, business and industry, local education, community-based organizations and the general public.

The Missouri Training and Employment Council and the State Council on Vocational Education are assigned to the board whose powers and duties include all powers necessary to establish programs, budgets and systems to increase workforce related opportunities through the pooling of state and community-based resources.

Also created is the "Family Investment Trust Board". The boards focus is advisory to the Governor and General Assembly on issues concerning children, youth and families. The sixteen member board would be composed of representatives from the Departments of Economic Development, Elementary and Secondary Education, Labor and Industrial Relations, Social Services, Higher Education, the House, the Senate and members of the private sector.

The trust board is empowered to increase state collaboration to enhance positive results for children, youth and families in a comprehensive manner. One of the primary functions of this board will be to assist communities in developing tailored services to meet the needs and outcomes of their areas.
