Missouri State Senate
Interim Joint Committee on Desegregation
The committee shall analyze and study the state's desegregation efforts
in both St. Louis and Kansas City with an emphasis on the following issues:

School management issues including the decentralization of school administration
and the possible use of a charter school system;

Alternative models of governance;
-
Phase out issues including what school programs (magnate schools, etc.)
should continue to be funded and what school programs should be reduced
or eliminated;

Funding issues including the cost of educating "at risk" children versus
the cost of educating children in general, and any local funding options;
-
Student performance;
-
Issues relating to the redistribution of any desegregation savings in relation
to the needs of all school districts in the state;
-
Transportation issues including whether or not to continue the voluntary
transfer program in St. Louis and reducing or eliminating the transportation
costs associated with desegregation and when; and
-
Any other desegregation issues the committee desires to study.
While studying the above-detailed issues, the committee should always endeavor
to protect the best interests of the children, be cognizant of parental
involvement and remember that the state's desegregation efforts in Kansas
City must receive primary attention due to the immediacy of that situation.
