Officials of the Office of the Governor, the Secretary of State, the State
Tax Commission, the Department of Corrections, the Administrative Hearing
Commission, the Department of Economic Development-Division of Motor Carrier
and Railroad Safety and Public Service Commission, the Department of
Labor-State Board of Mediation and Labor and Industrial Relations Commission,
the Kansas City Area Transportation Authority, the St. Louis Regional
Convention and Sports Complex Authority stated that the proposal would not
have direct fiscal effect on their agencies.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected due to this
proposal.
DESCRIPTION
This proposal would specify that designated offices would be deemed vacant
and filled in accordance with applicable law if the Governor did not appoint
or reappoint persons to those offices within ninety days after the expiration
of a term of office.
This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
