FISCAL ANALYSIS
ASSUMPTION
Officials of the Department of Transportation assume that any financial
assistance to privately-owned reliever airports and airports owned by state
educational institutions or state agencies would be incorporated into the
current, ongoing program and that no additional appropriations would be
requested.
Officials of the Department of Natural Resources assume that the department,
as owner of the Lee C. Fine airport, would be included in the pool of
potential applicants for funds in the Aviation Trust Fund.
Officials of the Department of Public Safety - Missouri Highway Patrol
indicate that there would be no impact on Highway Patrol funds as a result of
the proposal. The Highway Patrol does not receive reimbursements from any
other agencies for the use of aircraft.

FISCAL IMPACT - Small Business
Privately-owned reliever airports classified as small businesses could
receive financial assistance in the form of grants from the Department of
Transportation.
DESCRIPTION
This proposal would allow the state highways and transportation commission to
provide financial assistance to privately-owned airports designated as
reliever airports by the Federal Aviation Administration, as well as to state
educational institutions and state agencies which own airports. Funds would
be appropriated from the aviation trust fund. The proposal also provides for
emergency appropriations in the event of natural or manmade disasters.
The proposal also provides for reimbursements by government agencies for
costs associated with aircraft flights flown on their behalf by the Missouri
Highway Patrol to be credited to the "Highway Patrol's Motor Vehicle and
Aircraft Revolving Fund."
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
