FISCAL ANALYSIS
ASSUMPTION
Officials from the Missouri Ethics Commission (MEC) assume the proposed
legislation would enable 11 jurisdictions to enact legislation allowing debt
committees. All candidates in these jurisdictions could form a debt
committee, which would be required to report to the MEC. Therefore, MEC has
requested one Clerk I (1 FTE at $16,000 per year) to monitor the 11
jurisdictions with populations over 100,000 for enactment of new legislation
allowing debt committees and then monitor the debt committees so formed for
compliance.
Oversight assumes this proposal could cause need for an additional staff
person in the future, depending on actions of affected subdivisions. At that
time, MEC could request an additional FTE through the normal budget process.
Therefore, Oversight has not included costs associated with an additional FTE
in the fiscal impact specifications below.
Officials from the Office of the Secretary of State (SOS) assume the proposed
legislation would have no fiscal impact on their agency.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of
this proposal.
DESCRIPTION
The proposed legislation would replace current time limits for termination of
debt service committees and allow 36 months after the election for candidates
for statewide office and state senator and 18 months for candidates for state
representative. The proposal would also allow political subdivisions to
adopt ordinances or regulations for the formation of similar debt service
committees for the purpose of paying off outstanding obligations of the
candidate. The current provision allowing debt service committees expired on
December 31, 1996.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
