FISCAL ANALYSIS
ASSUMPTION
Office of Administration personnel noted that this proposal could conflict
with federal requirements concerning goals for small and disadvantaged
businesses which are a condition for receipt of some federal funds.
Department of Transportation officials noted that failure to meet federal
requirements could, theoretically, endanger about $400,000,000 per year in
federal highway fund distributions to Missouri.
Officials of the State Courts Administrator would expect some test cases due
to this proposal but would not expect any appreciable impact on the courts'
workload.
All other state agencies responding responded that this proposal would not
affect their budgets.
Oversight assumes that state agencies would continue to meet federal law and
regulation requirements.
Advertisement costs for the proposal would be $3,990 per newspaper column
inch for three publications of the text of the proposal, the introduction,
title, fiscal note summary, and affidavit. The proposal would be on the
ballot for the November 1998 general election.

FISCAL IMPACT - Small Business
This proposal could affect the ability of some small businesses to obtain
contracts with political subdivisions.
DESCRIPTION
The proposal would forbid discrimination or preferential treatment on the
basis of race, sex, color, ethnicity or national origin by the state, any of
its political subdivisions or any of its agents in the state's systems of
public employment, education or contracting.
This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not directly affect total state revenue.
