                              FISCAL ANALYSIS

ASSUMPTION

Officials of the Office of the Attorney General, State Courts Administrator,
Missouri Sheriffs' Association, and Department of Public Safety - Missouri
State Highway Patrol and Missouri State Water Patrol assume that this
proposal would have no fiscal impact to their divisions.

Officials of the Missouri Department of Transportation (MoDOT)  assume that
this proposal would require their department's ten district offices to
contact the Department of Revenue and generate notification letters when they
authorize a tow.  However, MoDOT officials assume that the impact would be
minimal.

Officials of the Department of Revenue (DOR) assumed that this proposal would
result in the modification of  instructions to towing operators contained in
a towing packet and postage costs to mail the revised packet to towing
operators.  Policies would also need to be revised and the new Abandoned
Property Report would need to be printed as a result of this proposal.  Total
costs for printing, postage and the new Abandoned Property Report would be
$2,169 in FY98, $780 in FY99 and FY2000.

Oversight assumes DOR could absorb these minimal expenses.  However, passage
of more than one similar proposal could result in a cumulative fiscal impact
which may require additional budget requests.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal; however, there would be a change in the process of titling
abandoned property for small towing operators.


DESCRIPTION

This proposal would revise the requirements for the towing, storage and
retitling of abandoned motor vehicle and vessels.  This proposal would
require tows by local government agencies to be reported to local law
enforcement instead of the Highway Patrol.  This proposal outlines procedures
that must be followed when having motor vehicle and vessels towed.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
