FISCAL ANALYSIS
ASSUMPTION
Officials of the Office of Administration's Division of Accounting report
that commission costs to prepare its first report was approximately $52,000.
They noted that a future year request would be approximately $50,000. These
costs would not be incurred should the proposal be approved.
State Courts Administrator officials noted that since Commission
recommendations are subject to legislative action, the proposal would not
directly affect the budget of the judiciary.
Officials from the office of the Governor stated that the proposal would not
affect their office, administratively.
Advertisement costs for the proposal would be $3,990 per newspaper column
inch for three publications of the text of the proposal, the introduction,
title, fiscal note summary, and affidavit. The proposal would be on the
ballot for the August 1998 general primary election. (An April 1998 election
date would cost approximately $1.2 million in FY 1998.)

No direct fiscal impact to small businesses would be expected as a result of
this proposal.
DESCRIPTION
This proposal would repeal section 3 of article III of the Missouri
constitution (the section created "Missouri Citizen's Commission on
Compensation for Elected Officials", provided for selection of Commission
members and specified Commission procedures.) and provide that no proposal
of a constitutional salary commission would be submitted or have effect after
an affirmative vote of the people on this proposal.
This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
