                              FISCAL ANALYSIS

ASSUMPTION

The Department of Social Services (DOS) states that the Background Screening
and Investigation Unit processed 96,282 persons in 1996 with three staff.
There are approximately 1,359,979 children under the age of 18 in Missouri.
As a result of this proposal, DOS assumes that at least 30,000 to 35,000
persons will request a child abuse/neglect background check on a child care
provider, pediatrician, or other person providing services to children.  In
order to provide the additional screenings requested, DOS will require at
least an additional Clerk-typist II in the Background Screening and
Investigation Unit.  Costs associated with the additional FTE would be
$25,200 in FY98, $25,413 in FY99, and $26,067 in FY00.  Total costs would be
funded by general revenue.  DOS further states that if additional requests
exceed 30,000 to 35,000, additional staff will be needed.

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This proposal would allow parents or legal guardians to request information
from the Department of Social Services, Division of Family Services about
abuse or neglect reports involving people or child care facilities who
provide services or care for their children.  It would also allow parents or
legal guardians to request information about the denial, suspension, or
revocation of a foster home license if the person operating or maintaining
the foster home also cares for their children.  These requests must be made
in writing with a signed and notarized release form from the child care
provider.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
