ASSUMPTION
Officials of the Departments of Health, Revenue, Transportation, Public
Safety's Division of Highway Safety and Missouri State Highway Patrol and
Office of Administration - Head Injury Council assume that this proposal
would have no fiscal impact to their agencies.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of
this proposal.
DESCRIPTION
This proposal would prohibit any person operating a pickup truck upon a state
highway with any other person riding in the open bed of the truck. It would
also prohibit riding in the bed of the truck. An exception would be made for
beds containing seats with safety belts. The penalty would be increased if a
child under age 18 was riding in the bed, from an infraction to a Class C
misdemeanor.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
