FISCAL ANALYSIS
ASSUMPTION
State Courts Administrator officials noted that since Commission
recommendations are subject to legislative action, the proposal would not
directly affect the budget of the judiciary.
Officials from the office of the Governor , the Office of Administration -
Division of Accounting, the Senate and the House of Representatives stated
that the proposal would not affect their offices, administratively.
Secretary of State officials note that their office would not pick members of
the proposed commission at random. That procedure cost about $250. The cost
would not be incurred in FY 01.
Advertisement costs for the proposal would be $3,990 per newspaper column
inch for three publications of the text of the proposal, the introduction,
title, fiscal note summary, and affidavit. The proposal would be on the
ballot for the November 1998 general election.

No direct fiscal impact to small businesses would be expected as a result of
this proposal.
DESCRIPTION
This proposal would revise section 3 of article XIII of the Missouri
constitution. (The section created "Missouri Citizen's Commission on
Compensation for Elected Officials", provided for selection of Commission
members and specified Commission procedures.)
This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
