FISCAL ANALYSIS
ASSUMPTION
The Department of Health and the Attorney General's Office assume this
proposal will not fiscally impact their agencies.
The Department of Mental Health (DMH) assumes some residential care
facilities will use this opportunity to expand their beds. This will
increase placement options in rural areas, but will not result in a fiscal
impact to DMH because the department only expends placement funds as
appropriated.
The Department of Social Services, Division of Aging assumes they would be
able to absorb any increase in duties required through the inspection process
currently in place as a result of this proposal. The Division of Medical
Services also assumes this proposal would not fiscally impact their agency.

FISCAL IMPACT - Small Business
By increasing the number beds, some residential care facilities may have an
increase in earnings and in jobs available, as the increase in beds may
necessitate increased staff in order to meet minimum staffing ratios.
DESCRIPTION
This proposal would allow residential care facilities that are the only such
facilities located in third class counties to increase their total number of
beds by the lessor of five beds or fifteen percent of total bed capacity over
a two year period beginning July 12, 1996.
This legislation is not federally mandated, would not duplicate any other
program and may require additional capital improvements or rental space.
