FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of Administration-Data Processing and Technology
(OA/DP&T) assume costs incurred by agencies would be billed back to the
Information Network and that the Network Manager would supply most
operational support for the gateway system mandated in the proposal.
Officials do note that OA/DP&T would immediately need personnel to address
data security issues and standards with state agencies, coordinate with state
agencies and the Information Network in defining and making agency data
available.
OA would request a Data Processing Specialist III and a Computer Information
Specialist III. These FTE would be funded through the Office of
Administration Revolving Administrative Trust Fund and their cost would be
billed through the Trust Fund to the Information Network. Costs for salaries
and fringe benefits would be $85,066 in FY 98, $104,632 in FY 99, and
$107,248 in FY 00.
The board of the Information Network of Missouri would hire a Network Manager
to manage day-to-day operations and expansion of the network, including the
initial phase of operations needed to start the gateway system.
The Department of Health and the Department of Public Safety - Water Patrol
provided estimates of resources needed to provides information and computer
links to the information network, but the proposal does not specify any
duties of state agencies with regard to the Network.
Officials of the following agencies either said the fiscal effects of the
proposal were unknown because it is not known what information or
communication accesses would be asked of them by the board of the Information
Network or said the proposal in itself would not affect their agencies and
request for cooperation from the Information Network would become budget or
contract issues: Agriculture, Conservation, Corrections, Elementary and
Secondary Education, Transportation, Mental Health, Natural Resources, Public
Safety (Central Office and various Divisions), Revenue, Governor, Lieutenant
Governor, Social Services, Secretary of State, Attorney General, Courts
Administrator, Tax Commission, Economic Development, Gaming, Chief Clerk of
the House, Secretary of the Senate, Auditor, Treasurer, Labor and Industrial
Relations, and Prosecution Services.
Oversight assumes that until the Information Network of Missouri Fund has
sufficient monies for the board to hire a Network Manager and make the
Network operational, there would be no impact on state agencies other than
the Office of Administration. The proposal does not specify a funding source
for the Network and the proposal's provisions concerning the Information
Network of Missouri Fund do not mention appropriations to the Fund by the
General Assembly.
Therefore, it is assumed that the Network will be supported by subscribers
and costs to the Network for support from state agencies would be built into
subscription rates.

FISCAL IMPACT - Small Business
Small businesses could benefit from more readily available information
expected as a result of this proposal.
DESCRIPTION
The proposal would establish a new body corporate and politic, the
Information Network of Missouri, which would be governed by a board
consisting of nine voting members and one non-voting member (the state's
Chief Information Officer). Board members would be reimbursed for necessary
and reasonable expenses.
The Network Board would oversee, in cooperation with the Chief Information
Officer, development of a dial-in gateway system to provide electronic access
to public information, provide oversight of the Network Manager, establish
charges for services provided to gateway system subscribers, expand the
amount and kind of public information available, propose ways of expanding
the gateway system and its services, and advise the Chief Information Officer
and state agencies on making state data available to the public.
State agencies would provide assistance, upon request, to the Board to help
the Board achieve its purposes. Services and information provided to the
Board by state agencies would be specified by contract between the Board and
the agencies and agencies could contract to recover costs incurred in
providing assistance to the Board.
The Board would hire a network manager to develop and operate the gateway
system, maintain and be responsible for operational and financial records and
plans related to gateway or network related activities. The network manager
could be an individual, company, an association or a corporation. The Chief
Information Officer could provide the Board staff and other assistance
specified under contract.
The Network would not be bound by state purchasing and printing laws (Chapter
34, RSMo).
The Information Network of Missouri Fund would be established to receive
gifts, donations, grants and subscriber fees to support the operation of the
Information Network. Fund monies would not revert to general revenue at the
end of the biennium.
This legislation is not federally mandated, would duplicate other programs
(state agencies are currently providing some information on the Internet),
and would not require additional capital improvements or rental space. The
proposal could affect total state revenues.
