ASSUMPTION
Officials from St. Louis Community College, Southwest Missouri State
University, University of Missouri, Truman State University, Harris-Stowe
State College, Central Missouri State University, East Central College, Linn
State Technical College and Missouri Western State College assume the
proposal would result in no fiscal impact.
Officials from the Coordinating Board For Higher Education (CBHE) assume the
bill only provides that "no institution" would be required to revise or
replace materials that would otherwise not be revised or replaced. However,
the language does not indicate that the CBHE would not be required to "revise
or amend any such literature...". CBHE officials estimate that it would cost
approximately $1,500 to replace the various student scholarship and grant
brochures to accommodate a name change.
The Oversight Division assumes that if the CBHE would be required to change
their literature, they could absorb the costs, since they would be minimal.
Therefore, no fiscal impact is shown for CBHE.

No direct fiscal impact to small businesses would be expected as a result of
this proposal.
DESCRIPTION
The proposal would call the financial assistance program established under
sections 173.200 to 173.230 the Charles Gallagher Student Financial
Assistance Program. No institution would be required to revise or amend
scholarship literature prior to the date such literature would otherwise be
revised, amended, reprinted or replaced in the ordinary course of the
institution's business.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
