                              FISCAL ANALYSIS

ASSUMPTION

The Attorney General's Office assumes this proposal would not fiscally impact
their agency.

The Department of Public Safety, Missouri State Highway Patrol (MSHP) stated
the total cost of new FTE and equipment needed by the Gaming Commission as a
result of this proposal would be provided by the Commission with no
additional expense to MSHP.

The Office of State Courts Administrator (CTS) assumes there may be one or
more cases to test the parameters of the law as a result of this proposal.
However, CTS does not expect a significant increase in costs to the courts.

The Gaming Commission (GAM) states that this proposal would require the
Commission to deposit all revenue received from license fees, penalties, and
administrative fees after September 30, 1997, into the Gaming Commission
fund.  These revenues are currently being deposited into the Gaming
Commission Bingo fund.  In addition, this proposal transfers all unobligated
funds in the Gaming Commission Bingo fund as of December 30, 1997, to the
Gaming Commission fund.  GAM assumes the net effect of this proposal would be
zero.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This proposal makes numerous changes in the law regulating excursion gambling
boats.  It defines an excursion as a two to four hour time period, as defined
by the Gaming Commission, for the purpose of collecting the admission fee,
and it allows patrons of an excursion gambling boat to use the tokens issued
by the boat to purchase items while on the boat.  In addition, the proposal
requires the Commission to set the hours of operation for all excursion
gambling boats.

This proposal also allows the Commission to require the licensing of persons
who provide goods or services to a licensee under an arrangement where
payments are based on the earnings of the licensee.  Persons conducting
business on premises owned by an excursion gambling boat licensee may be
required to obtain a license from the Commission.  Final decisions of the
Commission may be appealed within thirty days in the Court of Appeals for the
Western District of Missouri.

The proposal would require the Commission to deposit all revenue received
from license fees, penalties, and administrative fees after September 30,
1997, into the Gaming Commission fund.  These revenues are currently being
deposited into the Gaming Commission Bingo fund.  In addition, this proposal
transfers all unobligated funds in the Gaming Commission Bingo fund as of
December 30, 1997, to the Gaming Commission fund.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
