FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of Governor (GOV), the Attorney General (AGO), and
of Office of Administration (OA) assume no fiscal impact to their offices.
Officials from Southwest Missouri State University (SMSU) assume this
proposal grants authority to the Board of Governors of Southwest Missouri
State University to convey certain property valued at $509,842.65 to the City
of Springfield and in return the city of Springfield would convey property
"with at least an equal value" to the Board of Governors of Southwest
Missouri State University. Officials assume impact would be $509,842.65.
Oversight assumes that:
1) Southwest Missouri State University would convey certain property to the
City of Springfield valued at $509,842.65;
2) the City of Springfield would convey certain property to SMSU with at
least an equal value of $509,842.65;
3) property conveyed to SMSU could have value greater than $509,842.65;
4) the exchange of property would be finalized in FY98.
Oversight further assumes assets of SMSU may increase as a result of the
transactions based upon the language of the proposal, but no fiscal impact to
state or local funds is expected.

No direct fiscal impact to small businesses would be expected as a result of
this proposal.
DESCRIPTION
This bill authorizes the Governor to convey property belonging to Southwest
Missouri State University to the City of Springfield.
The transaction will be done in a fee simple absolute in consideration of
real property of an equal value located in Greene County.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
