State Impact
There is currently one licensed brewer in Missouri. Officials assume that
this brewer will obtain a Retail Liquor by the Drink license at an annual fee
of $300.
Local Impact
Section 311.220, RSMo, allows cities to charge one and one-half times the
amount charged by the state for licenses. Oversight has shown for purposes
of this fiscal note the maximum revenue that cities may experience, actual
revenue by local entities would be dependent on local fee ordinances in
effect. The one brewer licensed in the state is located in St. Louis, and
the estimated license fee annually would be $300 x 1.5 = $450.00

No direct fiscal impact to small businesses would be expected as a result of
this proposal.
DESCRIPTION
This proposal would allow brewers to be licensed to sell intoxicating liquor
by the drink at retail for consumption on the brewery premises, and in the
original package for consumption off the premises; notwithstanding any other
provisions of Chapters 311 or 312, RSMo, to the contrary.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
