FISCAL ANALYSIS
ASSUMPTION
Officials of the Secretary of State stated that the earlier filing deadline
would reduce the chances of disputes over sufficiency of petitions causing
increased costs for last minute ballot mailings. (In 1996, overnight delivery
service was used twice and certified mailings four times for petitions at a
cost of $3,480.)
They also noted that the biggest savings would be realized by local election
authorities, who would not have to reprint ballots and reprogram election
computers.
Oversight assumes that savings would be realized beginning with elections in
the year 2000, which would be FY 01.
Advertisement costs for the proposal would be $3,990 per newspaper column
inch for three publications of the text of the proposal, the introduction,
title, fiscal note summary, and affidavit. The proposal would be on the
ballot for the November 1998 general election.

DESCRIPTION
This proposal would move the constitutional deadline for filing initiative
petitions with the Secretary of State from four months to six months before
the election.
This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
