ASSUMPTION
No fiscal impact would be expected as a result of this proposal on the budget
of the Department of Transportation (DHT).
Officials from the Department of Revenue (DOR), Motor Vehicle Bureau (MVB)
indicated there would be expenses for policy revisions, postage, and
envelopes in the amount of $98. Oversight believes the expense is minimal
and could be absorbed by MVB.
REVENUE IMPACT:
DOR indicated that on the General Registration System there are fifty-three
trucks that fit the definition of "log truck" as defined in this proposal.
The registration fee for these vehicles is based on the vehicle weight. Of
the fifty-three vehicles registered, twenty-two registration fees would
increase and thirty-one would decrease. Using this methodology, DOR
estimates a combined loss of revenue to all state and local funds in the
amount of $1,273. Lost fees would be 75% to Highway Fund, 15% to Cities and
10% to County Aid Road Trust Fund.
Oversight believes any loss of fees divided between the three funds would be
very minimal and not appreciably affect state revenues, therefore no impact
is being shown in this fiscal note.

No direct fiscal impact would be expected as a result of this proposal.
DESCRIPTION
The proposed legislation would create a new category of commercial motor
vehicle called "Local Log Truck". The annual registration fee for any local
log truck would be $300. The truck must stay within fifty miles of the
forest site from which it transports.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
